CILogon Service Update - PHP Service v2.7.3

NOW AVAILABLE FOR A TWO WEEK TESTING PERIOD.

On Tuesday, May 13, 2025, the CILogon Service at https://cilogon.org/ and https://cilogon.aaf.edu.au/ will be updated to PHP Service v2.7.3 (web front-end).

This release includes the following updates:

* X.509 certificate downloads will be disabled. See https://ca.cilogon.org/retirement for more information.
* DOE OneID Identity Provider has been added (for subscribers).
* CSS and JavaScript libraries are now hosted locally rather than fetched from CDNs.
